The Michigan Department of Licensing and Regulatory Affairs' (LARA) Bureau of Construction Code issued cease and desist orders for local remodeler J&L Painting and Remodeling and its owner, according to The Oakland Press. The company violated the Michigan Occupational Code by providing residential services without possessing the licensing required to perform the work.

An investigation, which was prompted by a complaint against Marty Bruce and J & L Painting and Remodeling, found the following violations of the code:

  • Not possessing applicable licenses
  • Entering into an agreement with a consumer for performing residential building services regulated by the code

The investigation also found that Bruce:

  • Represented himself to the homeowners that he was licensed
  • Partially completed construction of a three-car attached garage with different dimensions than the plan, without the homeowners’ knowledge or consent
  • Requested more money in addition to the $100,000 provided on the handwritten estimate
  • Failed to complete the project

The cease and desist orders prohibit Bruce from practicing as a residential builder and prohibit J & L Painting and Remodeling from operating as a residential builder company without possessing applicable licenses.
