Economists typically say that a deficit equal to about 3% of gross domestic product — or $450 billion today — qualifies as a sustainable deficit. The government is obviously well above that threshold now and will almost certainly need to get the deficit below 3% of G.D.P. for a time to pay off today’s debt. Yet the long-term goal does not need to be zero.
