"They haven't turned on the spigot yet," says Howard Glaser, New York Governor Mario Cuomo's director of state operations. "Three months after Congress approved the nearly $60 billion in recovery funds—of which New York is expected to receive a little more than half—the money has yet to be allocated to the state and city authorities," reports Crain's New York Business ("Fed's recovery $pigot not yet 'on'," by Andrew J. Hawkins).
Payments to state agencies have to first flow through 18 Federal agencies, Glaser told attendees at a "Rebuilding NY" conference. When the dollars do start to arrive, Glaser said, about $10 billion—roughly a third of New York's share—will be spent making the city's transportation network floodproof.
