The Waterford house was a dump and needed "everything." But unbeknown to dozens of contractors who submitted bids to do repairs, this shabby shack was part of an undercover sting. The Department of Consumer Protection fined 44 home improvement contractors and home improvement salespeople Tuesday for failing to register with the agency or violating Connecticut's Home Solicitation Act, both criminal offenses in Connecticut.
