Critics lambasted LIPA for a slow, ineffective storm response, disorganization, and bad communication in the aftermath of the hurricane. After bitter complaints from ratepayers during the Moreland Commission hearings, the panel has advised the Governor to push for a whole new system. New York Financial Services Superintendent Benjamin Lawsky described LIPA’s management as "fundamentally dysfunctional," according to an Associated Press report carried on the website of WABC-TV (“ Moreland Commission: Nix LIPA after Sandy failure,” by Michael Gormley). Governor Cuomo, it appears, does not need much persuading: he commented, “LIPA was flawed from inception, there is nothing you can do with the existing structure.”
