EIGHT- PENNY NEWS VOLUME 11 • NUMBER 8 MAY 1993 Rhode Island: This year should bring some relief to contractors beleaguered by rising workers comp rates. In January, the new State Compensation Insurance Fund (SCIF) took over administration of all "assigned risk pool" workers compensation policies. Ninety-five percent of Rhode Island contractors are in this pool and now have their policies administered by the SCIF. The SCIF's reforms include changes intended to reduce worker abuse, boost onsite safety, motivate employees to return to work, and levy surcharges on businesses that don't take steps to reduce injuries.
