Energy Code Stirs Up Politics Like all model codes, the Council of American Building Officials' Model Energy Code (CABOMEC) changes over time. Every three years CABO revises the document through the same kind of consensus procedure it uses to update its One- and Two- Family Dwelling Code. From there, the story gets more complicated.
