My company recently appointed a crew member as "tool czar" in an effort to lend cohesion and uniformity to our overall tool policy. This came about from working with my crews to replace the inconsistent policies that I periodically made up and then ignored at will. There was some frustration in the field over this flip-flopping, and I needed to address it before it became a bigger problem.
