EIGHT- PENNY NEWS VOLUME 10 • NUMBER 4 JANUARY 1992 California: Residents of Half Moon Bay, a small coastal town near San Francisco, voted overwhelmingly to restrict population growth to 3% per year by putting an annual limit on the number of homes and apartments that can be built there. Meanwhile, though the drought has eased, Southern California builders are asking legislators to require residential and commercial building owners to install 1.6 gallonsper- flush (gpf) water closets before selling an existing building. According to a spokesperson for the Building Industry Association of Southern California, the move would quadruple water savings over what would be achieved with the impending state law that, as of January 1, requires 1.6-gpf closets only in new construction. This would free more water for new housing. New
