Editor's note: Four years ago, we ran an article on the hazards of lead-based paint in old houses. At that time legislation to regulate lead paint had just been passed in Massachusetts and Maryland, and was pending in several other states and before the U.S. Congress. Since then, 32 states have passed some form of lead paint legislation, and Title X of the Housing and Community Development Act — the "Residential Lead-Based Paint Hazard Reduction Act of 1992" — was signed into federal law. This bill places strict controls on deleading activity in all federally owned and regulated housing, and is intended to pave the way "to eliminate lead-based paint hazards in all housing."
