A.Most multi-purpose flooring adhesives will do a good job for this type of problem. (Multi-purpose flooring adhesives are available in quart, gallon, and 4-gallon pails at most hardware stores and lumberyards.) Just lift the edge, apply the adhesive, then press the vinyl back in place and weight the area until the adhesive dries.
